The Customer Assistance Program (CAP) is a City of Austin initiative that helps income-qualified customers save money on utility bills and provides enhanced rebates—such as up to $1,300 back on an electric bike through the E-Ride rebate program.
You may qualify for CAP if you or someone in your household meets any of the following conditions:
You participate in one or more of these public assistance programs:
- Medicaid
- SNAP (Food Stamps)
- CHIP (Children’s Health Insurance Program)
- Supplemental Security Income (SSI)
- Medical Access Program (MAP)
- VA Supportive Housing (VASH)
- CEAP (Comprehensive Energy Assistance Program)
- Lifeline (Telephone Assistance)
OR: Your total household income is at or below 200% of the Federal Poverty Level.
Example guidelines:
- Up to approximately $30,000 per year for a single person
- Up to approximately $60,000 per year for a family of four
(Exact limits vary based on household size.)
Property requirements:
- You must own no more than one home in Travis or Williamson County
- The home must be valued under $250,000 (excluding land)
- If the home value is higher, additional income documentation may be required
How to apply:
Most eligible customers are automatically enrolled based on public program participation or verified income. If you're not enrolled but believe you may qualify, you can submit an application or contact Austin Energy for assistance.
